The news
Riyadh. Pakistan has confirmed its forces are in Saudi Arabia. “We, the forces of Pakistan, are already there,” military spokesman Lt Gen Ahmed Sharif Chaudhry told CNN, calling the role “defensive in nature” and the numbers classified, PTI reports; The New York Times reported Pakistan Air Force strikes on the Houthis in Yemen. Türkiye’s Foreign Minister Hakan Fidan said the Makkah pact, under which an attack on one is an attack on all, does not authorise attacks on other countries. Saudi Arabia’s civil aviation authority said Houthi strikes killed two and wounded 28 at Abha airport and killed one at Riyadh’s King Khalid airport. India’s Ministry of External Affairs called targeting civilian infrastructure “completely unacceptable”, and the embassy advised the about 2.74 million Indians there to stay alert. Air India cancelled Riyadh flights until October 10, The Hindu reports.
The chain in one line: US–Israeli strikes on Iran in February → the 2022 Yemen truce collapses in July and the Houthis hit Saudi targets → Pakistan, Saudi Arabia and Türkiye activate the Makkah pact → Pakistani forces confirmed in Saudi Arabia as Houthis strike airports → India condemns and issues its third advisory since March
Static syllabus linkage
- The Strategic Partnership Council anchors India–Saudi ties. India and Saudi Arabia signed the agreement creating a Strategic Partnership Council in October 2019, during the Prime Minister’s visit to Riyadh. Since April 2025 it has four ministerial committees: political-security, defence, economy-energy-investment, and tourism-culture. Saudi Arabia is a top crude supplier and home to one of the largest Indian communities abroad.
- India has standing tools to protect citizens in war zones. The Pravasi Bharatiya Sahayata Kendra runs helplines for Indians abroad, and the Indian Community Welfare Fund finances emergency help and repatriation. In 2015 Operation Raahat evacuated Indians from war-torn Yemen.
Why UPSC loves this
- Diaspora safety is a recurring GS2 theme. The syllabus links “Indian diaspora” with the “effect of policies and politics of other countries on India’s interests”. Gulf wars test both.
Prelims nuggets
- The Bab el-Mandeb Strait connects the Red Sea with the Gulf of Aden.
- Operation Raahat (2015) evacuated Indian nationals from Yemen.
- The India–Saudi Arabia Strategic Partnership Council was established in 2019.
- The Indian Community Welfare Fund, set up in 2009, lets Indian missions fund emergency help and repatriation for distressed nationals.
Analysis
- Pakistan’s careful words show a pact limited by Iran. Calling the role defensive and keeping numbers secret lets Islamabad honour Riyadh without openly fighting Tehran’s ally. The Express editorial notes offensive support would cross Tehran’s red lines. The pact gives Saudi Arabia political backing, not deterrence, and Türkiye’s caveat narrows it further.
- India’s statement is deliberately narrow. It condemns attacks on civilian infrastructure and backs Saudi Arabia, but names neither Iran nor Pakistan. This keeps India’s ties with Riyadh and Tehran intact while keeping attention on its citizens. It is the third such statement since March, a sign that India now treats Gulf advisories as routine crisis management.
- Lens — Strategic autonomy and partnership: India’s stake is people, not alliances. Pakistani troops in Saudi Arabia may deepen Islamabad’s ties with Riyadh, but India cannot match that militarily and need not. With Hormuz restricted, the Red Sea route through Bab el-Mandeb, carrying 12% of global maritime trade per the Express, matters more for India’s energy. A thoughtful officer would deepen economic ties, protect sea lanes and keep evacuation plans ready.
Possible Mains question
Pakistan’s military presence in Saudi Arabia matters less to India than the safety of its diaspora there. Comment. (10 marks, 150 words)
Model approach
- Directive — Comment. Give a reasoned view with evidence.
- Introduction — Pakistan’s confirmation and the airport strikes. One line each.
- Body — the pact is defensive and Iran-constrained, so the strategic risk is limited. Cite Fidan and Chaudhry.
- Body — 2.74 million Indians and air links are the real exposure. Value addition: Operation Raahat; draw a map of Hormuz, Bab el-Mandeb and Riyadh.
- Conclusion — economic depth plus evacuation readiness. Use the Strategic Partnership Council.
Administrator's brainstorm
You are India’s Ambassador in Riyadh as airport attacks continue. What are your first steps?
I would update the registration database of Indians, especially in Riyadh and the south near Abha. I would keep the helpline staffed, coordinate with Saudi authorities and airlines on safe routes, and pre-position evacuation plans with the Ministry of External Affairs.
